1. Step

Preheat oven to 200 C. Clean and chop 2 peppers from each color, garlic, parsley, and onions. Add to a bowl with meat, salt, pepper, paprika, cumin, and butter, and mix.

2. Step

Grease a pan with butter. Spread the meat mixture out on it evenly. Make cuts in it, dividing it into pieces.

Mix tomato paste and water. Spread on top of the meat. Chop the remaining peppers in half, and place on top. Slice the tomato and another onion, and put the slices on as well.
